2026 GSP 5-Year Periodic Evaluation

Overview

The San Antonio Basin Groundwater Sustainability Agency (SABGSA) is conducting the required 5-Year Periodic Evaluation of the Groundwater Sustainability Plan (GSP) for the San Antonio Creek Valley Groundwater Basin. The GSP was submitted to the DWR in January 2022 and approved on January 18, 2024. The GSP establishes the framework for sustainable groundwater management in the Basin and identifies how the Basin will achieve and maintain groundwater sustainability by 2042.

Under the Sustainable Groundwater Management Act (SGMA), Groundwater Sustainability Agencies are required to evaluate their GSPs at least every five years. The Periodic Evaluation provides an opportunity to assess progress, incorporate new information and improved data, address DWR recommendations, and determine whether updates to the GSP are needed.

Basin Stakeholders are Encouraged to Participate!

During Fall 2026, SABGSA will dedicate time at its September 15, October 20, and November 17 Board meetings to discuss key topics, review drafts of each chapter, provide updates, and receive public input.

Public comments are welcome throughout the process.

You do not need to wait until the full draft is released to provide input. Attend a SABGSA Board meeting, review draft materials as they become available, or submit written comments at any time to admin@sanantoniobasingsa.org

About the 2026 Periodic Evaluation

The 2026 Periodic Evaluation is a focused update, not a full rewrite of the GSP. The evaluation will:

• Assess progress toward achieving and maintaining sustainable groundwater management
• Evaluate progress implementing the existing GSP
• Address DWR’s Recommended Corrective Actions
• Review and refine certain elements of the GSP based on improved data and experience gained during implementation
• Provide opportunities for public input throughout the process

Following Board approval, the completed 5-Year Periodic Evaluation will be submitted to DWR.

SABGSA will review the 5-Year Periodic Evaluation over a series of public Board meetings. Draft chapters and supporting materials will be posted below as they become available.

The Board will consider approval of the final 5-Year Periodic Evaluation, including input received throughout the public review process.
